i am not well read on RL maritime wrecks in international waters but I believe that anyone can claim salvage on a wreck, However you cannot attach chains to it and drag it across the sea bottom :)
Not the best analogy but the way I see it, NOT being able to tractor a wreck that doesnt 'belong' to you gives some advantage to the 'owner' and may stave off some etears

I am a ninja salvager. However, I sometimes feel bad 
Just yesterday I cleared out a level 3 or 4 mission and the guy said NOTHING. He didnt shoot the wrecks. He just finished the mission - I even pulled my drones to help take out the final structure.
I cma out with about 12mill in salavage - since he was such a respectable guy, I send him 1.2mill (10% of my haul)
I may be a ninja salvager but I am still a nice guy

they should just let us scan for wrecks. That way, rather than go after the only ones we can find (those with a current mission runner nearby), we could salvage the thousands left behind...

The same mission runners screaming in this thread would still be screaming  This time over dropping salvage prices....
Besides, it is a lot more fun to ninja'  You might get fanmail, people making fools of themselves in local, or precious chatlogs from it. At times if you goad a mission runner enough, he'll even shoot at you and you can then loot/salvage his ship after CONCORD has done their business....
i know, i know. I am in it for the ISK, not the hate. However, I do enjoy some friendly verbal sparring in Local :)

gah, quite whining! Adapt and savor the competition - it will only make you better. Anyone can salvage a wreck and the one who makes the wreck is in control of the situation and is better suited to salvage than I am.
I've run into a couple mission runners who sacrificed two high slots for a tractor and a salvager. They salvage as they go - they were competition. I adapted and started salvaging in a small frigate for speed and agility. He got better; I got better.
competition is good.
